The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into (...) two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop. The essays in Fanon and the Decolonization of Philosophy all trace different aspects of the mutually supporting histories of philosophical thought and colonial politics in order to suggest ways that we might decolonize our thinking. From psychology to education, to economic and legal structures, the contributors interrogate the interrelation of colonization and philosophy in order to articulate a Fanon-inspired vision of social justice. This project is endorsed by his daughter, Mireille Fanon-Mendès France, in the book's preface.

The central claim of this book is that, early and late, Wittgenstein modelled his approach to existential meaning on his account of linguistic meaning. A reading of Nietzsche’s The Birth of Tragedy sets up Bearn’s reading of the existential point of Wittgenstein’s Tractatus. Bearn argues that both books try to resolve our anxiety about the meaning of life by appeal to the deep, unutterable essence of the world. Bearn argues that as Wittgenstein’s and Nietzsche’s thought matured, they both separately came (...) to believe that the answer to our existential anxiety does not lie beneath the surfaces of our lives, but in our acceptance—Nietzsche’s “Yes”—of the groundless details of those surfaces themselves: the wonder of the ordinary. In work on the ethics of cognitive enhancement use, there is a pervasive concern that such enhancement will—in some way—make us less authentic. Attempts to clarify what this concern amounts to and how to respond to it often lead to debates on the nature of the “true self” and what constitutes “genuine human activity”. This paper shows that a new and effective way to make progress on whether certain cases of cognitive enhancement problematically undermine authenticity is to make use of (...) considerations from the separate debate on the nature of authentic emotion. Drawing in particular on Wasserman and Liao, the present paper offers new conditions that can help us assess the impact of cognitive enhancements on authenticity. (shrink)

Hyperagency objections appeal to the risk that cognitive enhancement may negatively impact our well-being by giving us too much control. I charitably formulate and engage with a prominent version of this objection due toSandel (2009)—viz., that cognitive enhancement may negatively impact our well-being by creating an “explosion” of responsibilities. I first outline why this worry might look prima facie persuasive, and then I show that it can ultimately be defended against. Repetition plays a significant, productive role in the work of both Derrida and Deleuze. But the difference between these two philosophers couldn''t be greater: it is the difference between negation and affirmation, between Yes and No. In Derrida, the productive energy of repetition derives from negation, from the necessary impossibility of supplementing an absence. Deleuze recognizes the kind of repetition which concerns Derrida, but insists that there is another, primary form of repetition which is fully positive and affirmative. I will (...) argue that there is nothing in Derrida''s philosophy to match the affirmative, primary form of repetition articulated by Deleuze. Moreover, it is precisely this difference that accounts for the most exciting features of Deleuze''s work: the possibility of breaking through to the other side of representation, beyond authenticity and inauthenticity, becoming-becoming. The essay characterizes an anthropological impasse of political philosophy dividing those in a more liberal tradition from those in a more Hegelian tradition, and then it proceeds to sketch a political philosophy without any human or anthropological content. I rely on Foucault’s notion of parrhesia to activate such a political philosophy, and I rely on the philosophical life of the Cynic to make parrhesia possible. Finally by invoking exercises of ascent and of descent, I suggest that this kind of political (...) philosophy can not only solve the anthropological impasse of political philosophy, but also in practice, it can cool hateful passions and warm cold hearts. Bioconservative bioethicists (e.g., Kass, 2002, Human Dignity and Bioethics, 297–331, 2008; Sandel, 2007; Fukuyama, 2003) offer various kinds of philosophical arguments against cognitive enhancement—i.e., the use of medicine and technology to make ourselves “better than well” as opposed to merely treating pathologies. Two notable such bioconservative arguments appeal to ideas about (1) the value of achievement, and (2) authenticity. It is shown here that even if these arguments from achievement and authenticity cut ice against specifically pharmacologically driven cognitive enhancement, they (...) do not extend over to an increasingly viable form of technological cognitive enhancement – namely, cognitive enhancement via augmented reality. An important result is that AR-driven cognitive enhancement aimed at boosting performance in certain cognitive tasks might offer an interesting kind of “sweet spot” for proponents of cognitive enhancement, allowing us to pursue many of the goals of enhancement advocates without running into some of the most prominent objections from bioconservative philosophers. I use a reading of Kuhn to sketch a form of relativism which maintains that what is considered reasonable to believe is relative to scientific traditions. This form of relativism is articulated by showing how it can be defended against criticisms from three different kinds of realism: convergent realism, metaphysical realism, and internal realism. This involves an interpretation of the work of H. Putnam and M. Dummett. Finally I consider the ancient charge that relativism is self-refuting. I argue that the (...) charge of self-refutation could be avoided if there were a way of announcing relativism without asserting it. Against the view of B. A. O. Williams and J. Lear that the mature Wittgenstein was a transcendental relativist according to whom what relativists mean to say, but refute themselves trying to say, does not need to be said. What truth there is in relativism makes itself manifest not in the paradoxical truth of some relativistic theory of knowledge, but in the fact of incommensurability. Epistemological relativists should let these facts speak for themselves. (shrink)

It is often taken for granted that monitoring stands in some kind of tension with trusting (e.g., Hieronymi 2008; Wanderer and Townsend 2013; Nguyen forthcoming; McMyler 2011, Castelfranchi and Falcone 2000; Frey 1993; Dasgupta 1988, Litzky et al. 2006) — especially three-place trust (i.e., A trusts B to X), but sometimes also two-place trust (i.e., A trusts B, see, e.g., Baier 1986). Using a case study involving relationship breakdown, repair, and formation, I will argue there are some ways in which (...) monitoring can be conducive to two-place trust, and to instances of three-place trust that are likely to be repeated over time—especially when previously established two-place trust has broken down. The result, I hope, is not any kind of abandoning of the important idea that monitoring can undermine trust, but an appreciation of where the conflict between monitoring and trust doesn’t lie – one from which future work will hopefully be better positioned to illuminate where exactly the conflict is. The principle of relativity, that there is no preferred state of uniform motion, has recently come into conflict with certain cosmological observations. In an attempt to overcome this difficulty, an alternative formulation is explored in which this principle is replaced by the principle of universal time, while retaining the invariance of the speed of light. These two postulates lead to a well-defined world model in which one inertial frame has a preferred status. But the invariance properties of the laws of (...) physics are unaffected, and the model may be regarded as a modified form of special relativity which is in accordance with the new cosmological evidence. At first, it is hard to take seriously that Madeline Gins and Arakawa, in their work Architectural Body, are trying to escape mortality. Many are (...) those who smile and say that what they call "the architectural surrounds" that they have designed and built for what they call "organisms that person" are intriguing enough, but this idea of slipping death's grip… Really. They say. Hmmm. And they clear their throats. But is it really that unusual to think that what inspires philosophical thinking is death? And insofar as death has inspired philosophy, hasn't it inspired escape—and if not escape from death itself then at least escape from its terrors? Plato's Phaedo is an early instance of this, and Wittgenstein's Tractatus is a more recent one, no less explicit in its discussion of death. Gins and Arakawa are therefore part of a long and traditional line of philosophers who's thinking never quite loses sight of death. But why are philosophers concerned with death?The reason is simple. By and large, philosophers don't like it here. They would rather be somewhere else. And what don't they like about it here? Often, almost invariably, it is becoming that bothers them. Becoming. And they don't like becoming both for existential and metaphysical reasons. Existentially, "becoming" means change. Today's friends may betray you tomorrow, or the next day. And even if they don't, they will die. And be gone. You too. Soon enough. Dead. Existentially, change and becoming ruin everything we care about—people and projects. Metaphysically, "becoming" is a threat to the dream of understanding, the dream of forming a precise [End Page 40] picture of the world. I learned this from the opening pages of Deleuze's Logic of Sense. On top of the cake, beautifully marked in currants, are the words "EAT ME," and Alice did. She ate the cake and grew taller. And what, you may wonder, is the problem with that? It happens at children's parties every day, even after eating normal cake.Common sense assumes that at any moment Alice will be a certain height, and that as the moments pass her height will increase. But this is just as if we had taken an egg-slicer to her becoming taller, turning becoming into a succession of unchanging slices of being. This egg-sliced reality is good enough for ordinary work, and it is good enough, by means of the calculus, for science and for physics. But it is not good enough for metaphysics. If at a given moment Alice is really becoming taller, then at that moment, while she is becoming, she must paradoxically be both a definite height h, and also not h. If there is becoming, then the world cannot be completely conceptually represented. And if everything is becoming, then nothing can be conceptually represented. That is the metaphysical difficulty with becoming, and so philosophers run from becoming. They run both from death and from what is beyond representation.They tend to go in either of two directions. Higher-Order Logic (HOL) is a proof development system intended for applications to both hardware and software. It is principally used in two ways: for directly proving theorems, and as theorem-proving support for application-specific verification systems. HOL is currently being applied to a wide variety of problems, including the specification and verification of critical systems. Introduction to HOL provides a coherent and self-contained description of HOL containing both a tutorial introduction and most of the material that is needed for day-to-day work (...) with the system. After a quick overview that gives a "hands-on feel" for the way HOL is used, there follows a detailed description of the ML language. The logic that HOL supports and how this logic is embedded in ML, are then described in detail. This is followed by an explanation of the theorem-proving infrastructure provided by HOL.
